The Challenge: The Language Barrier of the Law

The Context: Romanian legislation is vast, constantly changing, and written in dense technical language. For the average citizen (or even non-specialist lawyers), finding the specific article that applies to a real-life situation is a daunting task.

The Problem:

Keyword Failure: Traditional search engines fail if you don't know the exact legal term (e.g., searching for 'fired' won't find articles about 'desfacerea contractului de muncă').
Accessibility: The Official Gazette is static and hard to navigate.
Civic Gap: Lack of legal understanding leads to vulnerability.

The Goal:

To build a 'Legal Translator'—an AI that understands the meaning behind a user's question and retrieves the exact legal basis, acting as a free 24/7 legal assistant.

The Solution: Semantic Search & Vector Databases

We moved beyond simple database queries to build a Semantic Intelligence Engine.

Intent-Based Search (NLP)

Vector Embeddings: We converted the entire corpus of Romanian legislation into vector embeddings. When a user asks a question, the system searches for conceptual similarity, not just matching words.

Natural Language Interface: Users can ask questions as if speaking to a friend (e.g., 'My neighbor blocked my driveway'), and the AI identifies the relevant property laws.
